Why weren’t emergency alerts used to warn Nova Scotians of an active shooter?

From the attached Globe article…

"At council right now we’re looking at installing the internet in rural areas. Well this is one of those rural areas where not everyone has the internet. That should have been considered when they were thinking how best can we get this message out. The answer definitely wasn’t the internet by any means. They were setting themselves up for failure right off the get-go."  

This tragic situation re-emphasizes that Internet is an essential service. In this terrible example universal Internet service could have saved lives. Aiming at 50/10 Mbps by 2030 doesn't cut it. It’s too little, too late.  Governments must act now to ensure every Canadian has FTTP and LTE access to the Internet so they have equal access to public safety, healthcare, education, government and economic opportunity as their urban neighbours."
